This site remained open after the '86 meltdown for another 11 years, closing in 1997. It was only open for 1.5 years before the accident, making it a very 'modern' facility. As a Soviet model city, the crime rate was pretty low in Pripyat. Public drunkenness, maybe a bar fight or a traffic accident were the most common crimes in the city in the 1980s. The jail was seldom fully occupied and therefore some of the prisoners used to be from nearby cities. They could sit here and wait for their trial. The nearest courthouse was located in Kiev 100 km away.
